MP in Scottish Parliament whose activities were dictated by his distant cousin, Duke of Montrose - acted as his all-round personal secretary, political lieutenant and election manager, keeping residence either in London or Buchanan Castle.
Received various appointments in Scotland: Commissioner justiciary for Highlands (1702), Equivalent (1707–9), receiver-general and cashier of customs and salt duties (1715–33). Because of connection with Montrose, Graham voted the Squadrone line in Union vote whereas rest of Grahams opposed Union. Selected as a Scottish representative to the first Parliament of Great Britain.
Initially difficult to find seat in Westminster but returned for Kinross-shire (1710). Arrived in London to find that his opponent had petitioned the seat against him. Lost his seat in 1711 on petition. Did not seek re-election.
Continued to serve Montrosse, living at Buchanan Castle where he died in 1754.
