Began his military career in the Dutch and French armies. Returned to Scotland and joined earl of Lanark's cavalry regiment (1644). Served in England until Charles I's surrender at Newark. Charles I unofficially knighted Lockhart and sent him as his emissary to the duke of Hamilton. Appointed commander of a cavalry troop (1647) and served on the county committee of war.
Fought against English in 1648 and joined the Preston campaign where he was unhorsed; one of three commissioners to negotiate surrender at Uttoexter. Imprisoned at Hull for a year, released and returned to Scotland.
Again supported English in 1652 and had an interview with Cromwell in London. Appointed a commissioner for justice in Scotland. Sat in the nominated parliament of 1653 (only one of four Scots) and represented Lancashire in both Cromwellian parliaments. With Cromwell's death seems to have been "coldly received" and he retired to his Scottish estates in 1660. Continued in some royal employment until his death in 1675.
