Apprenticed to the bookseller James McEuen. By 1727 was working in the London branch in the Strand. Millar became free of the Stationers' Company by redemption on 5 December 1738, though his freedom of London was delayed until 1744. Vendor for Society for the Encouragement of Learning (1739–49), as well as a London vendor for two Scottish presses. Children did not survive infancy or childhood. Millar died at his home, 25 Pall Mall in 1768.
