Trained as a lawyer and worked both in Edinburgh and London. Assisted Archibald Campbell, 3rd duke of Argyll; though considered a minor figure, Ross was well-placed within the world of politics and patronage. From 1747 conducted business from his house in Conduit Street. Under the patronage of the Argyll Ross became London agent for two Scottish bodies—the convention of royal burghs and the board of trustees for manufactures and fisheries (c.1754). A wealthy man, began to purchase property in Surrey, the West Indies and in the north of Scotland. Spend considerable sums on the improvement of agriculture and commerce, the results of which were implemented in southern England. MP for Cromarty (1780-4) and for the Northern Burghs (1786). Died at Richmond, Surrey.
