Elected MP for Sutherland, on agreement with the Earl of Sutherland that it was for one Parliament only. Initially voted with the Opposition, but close connection in the Bedfords led Mackay to vote with the Government in 1768. Keeping to agreement with Sutherland, elected MP for Tain (Northern) Burghs (1768). Travelled to North America in 1769 though returned the following year. Vacated seat in 1773. Appointed governor of Landguard Fort (1780-8), then governor of Stirling Castle (1788-89). Died 1789.
