Educated at Marischal College and Leiden, Called to the bar in 1703. Sat for Forfarshire in Scottish Parliament (1661-3). Elected as MP for Forfarshire after Union. Listed as an episcopal Tory. Heavily involved in Scottish interests. Signed proclamation of George I in Edinburgh but was promptly removed from office (1714). Returned for Forfarshire in 1715 election, put abandoned parliament to join 1715 rebellion. Thereafter fled to France and became an envoy for the Pretender. In his absence, Carnegie was expelled from the House and ordered to be prosecuted for High Treason. Returned to live in Scotland (1719). Did not take part in the Forty-Five and had died by 1750.
