Called to the bar (1688). MP in Scottish parliament. Pursued both legal and political career. Joint solicitor-general (Scotland, 1701–9), Lord advocate (1709–11, 1714–20) and auditor general of exchequer (Scotland 1720–21). Active as commissioner for union with England (1702 and 1706), using legal expertise to draw up treaty - one of the signatories. Gained him attendance at first Parliament of Great Britain. MP for Haddington Burghs (1708-21). Ill-health prevented regular attendance, though tended to reside in London. Persecution by the Tories led to great co-operation with the Whigs.
